How ddo i make my mini gold level? it won't let me?

It says i cn make me own level as well as try to finish others but i can't make one i type in $testcheats=1; then i hit F11 and nothing happens i'm on windows.

I KNOW ALL THAT I AM ON WINDOWS I said that remeber carson sry for caps. it was a problem with my pc it fixed itself i heva 1 level of marble mini golf level now

heres what you do:
1. Press F10
2. type in $testcheats=1;
3.Hit entar and Press F10
4.Press F11
thats it and if you didn't get on it wait a day becus i couldn't entar any levels at all then.
i figured out it was a Bug its fixed Loooooong Fixed wait a day if that happens if you get an error every time
sorry but you need to Re-install then.

Its difrent to pull up a level editor consule. on Mac.heres what you do:
1. Press F10
2. type in $testcheats=1;
3.Hit entar and Press F10
