Compiling Windows Build on Mac?

Is this at all possible? Or do I need a Windows machine with all those nifty Windows libs to build against?
Please forgive the ignorance: My experience with programming so far has been limited to cross-platform Virtual Machines (Java, Python, etc), extensions, or itty-bitty Linux CLI based binaries.

I'd love Parallels but I'm running a 2005 Powerbook. Huzzah!

Thought so. Was hoping that I could get away with just setting a build target and going. Oooohhhhhhh well...I'd love Parallels but I'm running a 2005 Powerbook. Huzzah!
