Why is it that a jpg or png when uesd in tge for terrain painting i get black lines and the image is distorted.
But they work great in other terrain editors.

It takes a bit of skill to get good looking results from the texture sizes allowed in TGE's terrain system. Detail maps go a long way towards making your terrain more aesthetically pleasing but if you need to make terrain textures with a lot of detail, such as large blocks, bricks, or anything with broad dark lines, then it probably won't translate well to the terrain.
I myself model most of my "terrain" in quark. While it tends to look a little blocky when compared to TGE's terrain, the trade-off is that you can use high resolution textures to add detail and the interior light maps tend to look really cool on ground textures.

This happens to me when I make a terrain texture (Usually start at 1024x1024 to create them) and then forget to size it down to 256 before applying it to my terrains. It takes a bit of skill to get good looking results from the texture sizes allowed in TGE's terrain system.
